In his book, the former head of the Federal District states that the looting orchestrated by Carlos Salinas de Gortari led to an unsustainable situation in Mexico, which resulted in the debacle that we now live and which dominates daily life. Salinas proposed not only giving away (private) companies and banks owned by the Nation in exchange for shares or bribes for himself and his family, but considered creating an oligarchy to benefit from the auction of these public goods that would help economically and politically to support his six-year power, he says. In his book, the legitimate president addresses the issue of how Fobaproa funded credit institutions after they were rescued by the government at the beginning of Ernesto Zedillos administration. Thus, for example, he mentions that City Bank received from the expenditure budget of the Federation 6,000,465 million pesos and Banco Santander Mexicano, 5,000,153,000,000, while the UNAM landed 7,000,500 million. He adds: While the bankers were on a feast budget in 1999, health spending for most Mexicans was really puny. A single bank, he adds, received a bigger budget than the states like Tlaxcala, Nayarit, Zacatecas, Aguascalientes, Colima, Campeche, Yucatan, Quintana Roo, Queretaro and Baja California Sur.
